This study analyzes citizen perception regarding the environmental and urban deterioration of the Veracruz Historical Center between 2024 and 2025. Using a mixed methodology with 500 surveys, dimensions such as infrastructure, security, and habitability were evaluated. The results reveal a moderate general rating (5.0/10), highlighting critical deficiencies in public safety (67% perceived insecurity), a lack of green areas, and a notable lack of residential interest (70.6%). Although there are strengths in connectivity and heritage, physical deterioration and thermal discomfort limit its revitalization. The article concludes that an integrated strategy linking authorities and the community is urgent to restore the social function of this historical core.
