Abstract

A systemic approach analysis of the water resource problem in the state of Colima is carried out. As a first approximation, a survey was made of the population of Colima, in some rural and urban areas of the state, contemplating the 10 municipalities, in addition to the realization of a workshop of key actors of water resources in the state, involving both academia, social organizations, economic, social, political and agricultural sectors. The main objective was to identify the water situation and recognize the factors that have exacerbated water scarcity in the state, which serves as an instrument for development, prevention, and planning to face and address the major challenges toward a sustainable and prosperous state. This research showed the need for the population to have more information on the water issue, which, together with a change in the vision of water, could help to reduce apathy, devaluation, misinformation, ignorance, conflicts, and violence in the state. On the other hand, although we are all responsible for the good or bad use of water, there are levels of responsibility, as shown in the table of key actors.
